STATUS - Strategic Territorial Agendas for "Small and Middle-Sized Towns" Urban Systems

Baia Mare Metropolitan Area Intercommunity Development Association is project partner in STATUS project, financed from the Transnational Cooperation Programme South East Europe, Priority Axis 4 – Development of transnational synergies for sustainable growth areas, Area of intervention – Tackle crucial problems affecting metropolitan areas and regional systems of settlements.

The partnership is completed by associated and observer partners that shall contribute to the achievement of the project goals: Ministry of Regional Development and Public Administration from Romania, Romanian Register of Urban Planners, National Town Planning Institute of Italy, International Society of City and Regional Planners from Netherlands, International Federation for Housing and Planning from Netherlands, State Scientific and Technical Centre for inter-sectorial & regional problems of the Environmental Safety and Resource Conservation Centre 'EcoResource' from Ukraine, Royal Institution of Chartered Surveyors International (RICS Int) from Belgium, Global City Indicators Facility from Canada.

Project implementation period: 24 months, starting from 1 December 2012, ending 30 November 2014.
The STATUS project will collaborate in a true transnational setting to assist SEE cities authorities to develop Strategic Territorial/Urban Agendas (ST/UA), as a tool for sustainable and integrated development in line with 21st century standards. It aims, by applying a participatory planning process, to implement, together with local actors, Urban Centers (UCs) as places in where to shape cities strategic visions. STATUS aims at reducing the widening development gap of SEE cities in terms of quality of life and capability, compared to West European ones. STATUS prepares the partner cities to design good strategies and policies in order to pursue more balanced territorial development and ensuring global competitiveness.
Project activities

1. Collecting data and identifying actors. It will include activities aiming at promoting operational analysis. Information will be collected to face different sectorial topics connected to major local urban needs.

2. Analysis of current urban plans and policies in involved territories. This activity will mainly focus on major planning instruments, that are plans and policies. An in depth analysis of the current working tools, at different institutional level - from national planning acts until local urban policies, when present, and regulative instruments are going to be done.

3. Organizing 2 Workshops (each territorial partner) for activating stakeholders on urban problems/issues.

4. Definition of planning scenarios: Prioritization and design of the Urban Strategic Agenda.

5. Organizing Urban Task Forces as drivers of the Urban Centers activities. The Urban Task Force (UTF) tool is a constant generator of ideas and solutions for the cities issues. In practice, the UTF is a group of citizens, experts (national and international), and stakeholders (both public and private) continuously monitoring and programming urban policies and tools for a sustainable, coherent and resilient development, in respect of major challenge that have been currently faced at urban scale.

6. Creating an Urban Center as an "ideas factory" for the urban and peri-urban dimension.

7. Transnational exchange and dissemination of implemented planning experiences through the WWW platform. Designing a web platform.

 
Project results for Baia Mare Metropolitan Area

1. Designing the Urban & Territorial Strategic Agenda for the Metropolitan Area of Baia Mare City.

2. An operational analysis of current urban plans and policies in the Metropolitan Area of Baia Mare City.

3. Organizing an Urban Task Force with experts in metropolitan development issue, as support group for the designing and implementation of the strategy.

4. Up-dating of the territorial development policies and programmes implemented at community level in the metropolitan area of Baia Mare City.

5. Identifying new methods and modern practices used in the urban & territorial planning process – transfer of knowhow from the scientific partners.

6. Cooperation with the Romanian Register of Urban Planners.

7. Baia Mare Metropolitan Area promotion:

- At local & regional level: organizing workshops on designing the Urban & Territorial Strategic Agenda for the Metropolitan Area;

- At national level – cooperation with the Ministry of Regional Development and Public Administration from Romania (National Authority for the SEE Transnational Programme & Associated Project Partner);

- At European level - cooperation with the project partners through the SEE project network.
